After booting the USB into Win10PESE Y drive is read only.
this does not fit what you report

only it seems usb3 driver not installed or there is a usb device that does not work (ex: mmc/sd slot) **:

only idea only following first post without feedback:
check registry settings that would result usb read only,
my memory says there should be 2 or 3 that would effect usb,
available on plugins around (I do not remember which plugins where and no time...),
