As I found out there is an asymetric behaviour of the expand/collapse context menu actions.

If right click on "Apps" or "Downloads" and select "expand sub-items" then the whole subtree (including alll sub-sub folders) are expanded.

On the opposite when I right click afterwards and select "collapse sub-items" then only the next hierarchy tree level is collapsed.
When I manually re-open it the users can see all subsubfolders are still expanded.

How can I achieve a real, recursively full, all-level collapse?

You can't. One of another missing ...

Workaround :
+
Restart builder
+
Use arrow keyboard keys like playing Tetris to collapse all manually and quickly
( like using old Nokia 3310 etc phones ....)
